| 1. | All weights & measures systems must be based on two pillars, time measure |
| and circular measure. The absence of either pillar dooms any such system or |

| 2. | All ex-Napoleonic Imperial Republican Kingdoms have abrogated N.E.R.E. |
| Decadent Time Measure. |
| 3. | Although the N.E.R.E. Decadent Weight & Measures scheme based its' |
| 10,000,000 1/1000 milliheure of time on the Earth Equator, it rejected basing its' |
| 10,000,000 metre of distance on the Earth Equator/meridian as that would have |
| resulted in a 13.12333 feet long metre and that, it was decided, was too long. All |
| distance, all sidereal time, and all solar time must be on the Earth Equator because |
| it is the largest latitude and its' vernal or autumnal revolution is one average sidereal |
| day or one average solar day, the completion of the movement of all sidereal clocks |
| or solar clocks, and the completion of the N.E.R.E. scheme's 10,000,000 1/1000 |
| milliheure of time. Despite this, it was decided to invent a 1/64 size fake planet with |
| a fake equator of 1/4 length of the Earth Equator to match up with the 10,000,000 |
| 1/1000 milliheure of the Earth Equator sidereal day, resulting in a 3.2808333 feet |
| long metre. Having firstly performed the secondary step incorrectly, by making up |
| the metre based on a 1/64 size fake planet, the N.E.R.E. scheme then took its' |
| second step, which should have been the first, of building a 10,000 milliheure |
| timepiece movement for the Earth Equator sidereal day. But then the N.E.R.E. |
| scheme rejected its' own N.E.R.E. timepiece. The reason is not known. In 1929 all |
| attempts to build a rational N.E.R.E. scheme were abandoned when the N.E.R.E. |
| scheme itself decreed 1 213/250 kilometre equal to 1 N.E.R.E. maritime mile. That |
| makes a fake meridian of 1 1/12500 decakilokilometre, not 1 decakilokilometre, and |
| a Earth meridian of 4 1/3125 decakilokilometre, not 4 decakilokilometre. But the |
| Earth Equator/meridian is 4.0028854 decakilokilometre, so even the lopped |
| N.E.R.E. scheme remains inaccurate, by 0.06413% |
| 4. | In 1808 United States President Thomas Jefferson, who was pro-Napoleon |
| Emperor's Republic of Europe, opposed the introduction of the N.E.R.E. Decadent |
| Weight & Measures scheme into the United States, because it failed to co-ordinate |
| sidereal time measure with linear measure. Over 4800 yr. ago the Egyptians did this |
| by making 1 sidereal second of the rotation of the vault of heaven (sidereal time) |
| equal to 1000 egyptian cubits, (1000 x 18 6/25 inches). Egyptian (Coptic) cubit = |
| geographical cubit. Sidereal time means that when a star is directly over the Earth |
| Equator, 1 sidereal second later the same star will be directly over another point |
| 1000 egyptian cubits from the first, westwardly in line with the Earth's rotation from |
| the first point. |

| Within each standard of N.E.R.E. weight or measure an imitation of the Arabic |
| numeral system is used for multiplication up to 1000000000, or division down to |
| 1/1000000000. The Arabic numeral system is based on 10 units, handy for |
| computing numbers, but clumsy for measuring things. 10 units are not the usual |
| favoured total for measures: 12, 16, 20, 24, & 36 are. The most widely used system |
| today is the Babylonian & Assyrian 60 unit system. When using physical |
| measurement scales based on 10, users often mistake the 2, 3, 7, and 8 marks. |
| Because of the lack of many divisions within 10 units, many measurements must be |
| rounded up or down. |

| laid out again and again in a straight line, for the required number of times. In the |
| case of the N.E.R.E. scheme this is always 10 |

| The right angle 3 x 4 x 5 triangle is the most accurate and easy way of forming a |
| right angle, as the junction of the 3 unit side and 4 unit side forms a perfect right |
| angle. The 3 x 4 x 5 triangle has been the basis of all surveying and building for |
| 6000 yr. |
| 21. | All ex-Napoleonic Imperial Republican Kingdoms use a 3 decimetre foot, as |
| the metre is too large, and the decimetre too small, for builders use. Such a foot can |
| not fit into the 1000 unit N.E.R.E. scheme. |
